India had restricted to minor cross border raids, the latest
of which Brigadier Kanwal describes as “carefully calibrated military
measures.”These kind of calibrated military measures have been taken several
times in the past also. The particular raid by about 25 troopers on June 30 2011, killed 13 Pakistan Army troopers and in
retaliation for an earlier Pakistan Army soldiers’ gory deed decapitated three
dead Pakistani soldiers and brought their heads back as trophies. Had it
happened in this government regime, the sky could have no limit of their boasts
and breast thumping.
The only difference was that military leadership of the time
did not call them carefully calibrated military measures or “surgical strike.” Neither
the earlier attack nor the latest one resulted in any restraint on further
cross border strike from the other side. Hence the utility of strike must be
questioned.
